Those “near you” fires with FRP 1 — flare or actually a fire?

Set Philadelphia as my place. Two detections about 57 km southwest, FRP 1. That used to dump me in Georgia. Today the globe actually went to the pixel. Still looks like a plant or a field more than a wildfire. Anyone have a rule of thumb for when a 1 MW hit is worth opening an incident page?
